Change of designation effects

Question
I was appointed as Lecturer in 1997 on consolidated salary. Later in 2004, my designation was changed as Academic Coordinator without change in my duties. In 2008, I was granted by the University Authorities Time Scale of pay treating me on par with Lecturers. I was granted 4 advance increments for Ph.D. qualification. In the revised pay scales as per sixth pay commission report also my pay was fixed on par with Lecturers. However the implementing agency i. e. Director of Distance Education had not implemented revised scales granted by University Authorities. Instead he fixed my pay at the minimum of time scale applicable to Lecturers without granting me advance increments. Also AGP of Rs. 6000/- was denied to me instead I was granted GP of Rs. 5400/-.
Based on my representation the University Authorities restored my AGP of Rs. 6000/- and 4 advance increments for Ph.D. qualification thereby treating equating me to Assistant Director of Physical Education/ Assistant Librarians. However, my designation continued as Academic Coordinator.
In July 2011, I represented to University Authorities to re-designate me as Assistant Director of Distance Education in consonance with UGC nomenclature and other Universities.
The University Authorities in March 2012 re-designated me as Assistant Director. However, my AGP of Rs. 6000/- was reduced to GP of Rs. 5400/-. This order did’nt protects my last pay drawn. I request whether the action of University Authorities granting me GP in the place of AGP is correct? I also request whether any redressal to restore my AGP of Rs. 6000/- and protection of last pay withdrawn is possible?

Depends upon whether the Asstt Director's post involves duties and responsibilities equal or lower than that of the Academic Coordinator and also the pay scales of those posts. It seems, you were attracted towards the designations rather than checking for the posts of lower/higher responsibilities out of some ignorance. You may please better check the pay scales of various posts under the UGC programs.
