Vao job

Dear Experts,

one of my client father died in 1993 when he was in duty of the VAO, and same time the deceased have 3 child at the time of died all are minor, (5,7,9 yearold) and deceased wife uneducated, after major the child asked for job for mercy. but all the reply stated that with in 3 years only claim job otherwise rejected, now how can claim job.

VAO means Village Administrative Officer.
