In central Government Rules, transfer is not considered as a punishment, rather a condition of service. Also transfer is at the discretion of the competent authority at any place within his jurisdiction. So, UNLESS YOU HAVE A STRONG GROUND OF BIAS OF THE TRANSFERRING AUTHORITY, no legal remedy would be available to you and you would be wasting your time (leave period) and money both.
