Regarding Deduction form HRA

Dear Sir,
In our company we are getting 40% Hra of Bacic+Special Allowances .But we deduct the HRA in proportionately if any Loss of Pay.Is it justifiable.

When you receive 40% of BP+Spl.Allowance, the same percentage of deduction of HRA, on l.o.p is justified.
