When rules are very clear on the issue, why do you feel the need of any case law? Why don't you refer the concerned rule relating to delayed payment of gratuity/

just because, it is most favourable for claiming under Article 141 of the constitution, than the rule 68 of ccs (pension) Rules, 1972
