Whether when a driver having a licence for LMV is driving a transport veh. is OK when the transport veh. is not carrying any goods or passengers & there is no policy breach? I am appearing for the Ins.Co. and say that even when the veh. is empty then also the driver should have a valid D/L to drive irrrespective of the fact that the veh. is empty or not.I am in need of a ruling for the given fact?
