Can a review be filed before high court if it has wrongly tagged two petitions raising different cause of actions and decided vide a common judgment ?

No. Moreover, if parties in both petitions were represented, review will not be maintainable.
If other petition was tagged wrongly and decision of main petition has been made applicable to it without going through it's merits and aggrieved party was not represented, then review can be filed.
