counter claim and set-off

A person who abandoned some claim for money while filing a suit intents to get it set-off in subsequent suit filed against him and both the parties fill the same character.Whether he can be permitted to do so ?

No. It cannot be made.

If you abandoned some claim in previous suit you cannot claim it in subsequent suit.
