I am being denied promotion because of a minor hearing loss due to service conditions. What are my options in law courts? Do I now approach the AFT since it is functional? Any lawyers expert in service matters with experience of similar cases?

Section 47 (2) of the Persons with Disabilities Act provides that no person in govt. service shall be denied promotion on ground of his disability. If you are in Govt Service you can seek releif in CAT

I am in Govt Service but CAT is not for us being in the Army. The Armed Forces Tribunal was to have been established recently . Has it started? Can some lawyer help me to file a case with them?
