Dear Mr. Omer, According to Section 2(h) of the Trade Union Act, 1926, "trade union" means any combination, ... formed primarily for the purpose of regulating the relations between workmen and employers or between workmen and workmen, or between employers and employers...
In the case of pensioners, they are not workmen nor do they have any employers. Therefore, the Union cannot be formed under Trade Union Act. But you can form an Association under Societies Act, 1860.

Register Association for Welfare of Pensioner. You can take support of Trade Unions from outside. They will certainly help their past members.
