Can the Vice-president file under his signature the Statement on behalf of dismissed workman in the Court? Union is recognized under MRTU & PULP Act.

Yes. He can do so. Since the union is espousing the cause of the workman only by raising an industrial dispute u/s 2(k) of the Industrial Disputes Act.
