Dear Sirs,

whether an NRI living in foreign country with wife can apply divorce there instead of India where their marriage has been registered.

Yes he can apply for divorce in abroad as well if he becomes the citizen of that country.

The divorce in a foreign country as per their law, for a marriage solemnised in India as per Indian laws, is not considered valid in Indian laws.
