Your idea is interesting. You may get clear information about Central Acts but not State Acts since they are very many and many of them may not be referred at all. Yeah, you may write to Government Publications Officer, New Delhi u/RTI, i think they are obliged to give you correct statistics. If you succeed in getting information, please do share with our LCI members. All the Best!
