whether giving notice before filing the suit for specific performance of the agreement is mandatory?

Not mandatory but if you give notice that you are ready to pay money and get document executed,it will help you to prove your ready and willingness to perform your part of contract.

Not necessary since notice is not madantory. The only thing is that you have to prove the readiness and wilingnes of the party in a suit
