Would like to know if through an RTI act can one get the Delivery position data from SEBI for a company in which i am an investor as i belive a lot of manupalation going on and SEBI being a governing body does the act apply to it.

Yes. You can get information or data etc., by filing application under RTI Act 2005 from SEBI.
