1)Is 498a made "Bailable Offence" in the state of andhra pradesh.

and circular or judgements supporting it.

No, but in the wake of recent amendments in section 41 of CRPC it is now incumbent upon the police the show reason if it arrest without giving the accused person an opprtunity to represent hs case first.
