use of well known icons on merchandise

Is it legally correct to use famous icons eg. mickey mouse, tintin etc which are registered by their respective owners as their intellectual property on merchandise such as T-shirts manufactured by the manufacturers for commercial purposes or by some other agency for promotional purposes without the prior permission of the owners of such intellectual property?

No.Such abuse is illegal and violative of the provisions of the Trade mark laws.
