I am buying a flat in Ghaziabad and made an Agreement to Sell for the flat. I have submitted earnest money . Now the vendor is not cooperating. It was Power of Attorney flat. He is not showing originals. It was clause in Agreement that Vendor will make Registry. Now he is not giving registry copy. There fore I am not being able to apply for loan. After the given time my earnest money will be fortified if I will not interested or the Vendor will have to give double amount. But the mediator (Agent) is with Vendor. Now I am not being able to proceed , What to do?

You are saying that the 'buyer' in not co-operating when you yourself are the buyer.
Presuming the word used as seller, my advice to you is that you must serve a legal notice on the seller to comply with the terms of the agreement and on his failure to initiate legal proceedings.

If I send a notice , Is it a guarantee that my amount will be returned?

The question is not of guaratee. In order to enforce your legal rights, you have to follow a procedure. It will be better for you to serve the seller with a notice calling upon him to perform his obligations under the agreement. In case he does not comply with it, you can initiate legal proceedings in the court of law.

Thanks a lot , but in between that the time fix for sale deed (After that my initial amount will be fortified) is also being killed so i will left with very few days for loan processing.
