Permission required to sell a land situated in india by a nri

A NRI at present living in USA owning a plot of land in Kolkata wants to sell the same by coming himself in India. He don't have any PAN card.
What permissions should he require before transferring the land to buyer by doing registration.
What will be the liabilities of the buyer to buy a land in Kolkata from a NRI

I have responded part of the above query in another thread. Form 60 (declaration) shall be filed in the absence of PAN.
