Sir,

Is it Mandatory to the Employer to issue form-16 for Nill tax deduction.

No. Form 16 is required to be issued only when there was any TDS. Otherwise not.

It is the duty of the employer to issue Form-16 for Nill tax deduction as per the IT Act.
