Fraud with Society members and also the Registrar

The Builder In 1994 A society was formed on Survey No. 35 Then In 2003/2004 He purchased an adjoining plot which did not have a road access he applied for permission to build which was refused but he any way built approx 18 bunglows of 2000 sq feet and sold it by assighnment documents in 2005/2006 he desolved the society using forged signatures of exisiting on the Special AGM Resolution
all this is only on Paper and made the 18 members of illegale Structures members and issued share certificates and he has conned some membrs to take ove the society and arbitrarly appointed president secretary etc keeping us all in the dark
The assitant Secretary is dily dallying about giving her rulling on the subject what legal recourse do i have
