Can UTP be entitled to communicate/consult with his relatives or lawyers? Is there any provision of law in that regard?

Yes. Refer to my editorial:

Rights of Prisoners posted in this club wherein in detail those rights have been mentioned.

I is general law that relatives and lawyers can meet and communicate UTP in jails as well as with due permission within court premises.
