What is the concept of Writ Petitions ?

In my case,
MCD (Lessor) is not giving permission for Sale of half portion of a Leasehold Shop to third party.

Whether Lessee can file a Writ Petition in High Court for against this ?

Why lessee to file writ petition against you before High court? It can suo-motto can cancel lease in case you get intentional violated the terms of the lease. Unless lease is freehold till then legally you cannot sell out any portion of the leased property to third party as intended by you.
