Patta and parent document

Government of Tamil nadu enacted PATTA PASS BOOK act 1983 and tamilnadu act 4 of 1986.
To my best of knowledge it is not practised in Tiruvellore district
In most of the cases PATTAS are not issued for more than ten fifteen years but sale deeds continues
I would like to know which transaction is
legally accepted whether sale deed based on parent document with out patta enjoyed by indivitual for more than 16 years and sold is accepted or
sale deeds based on patta in the name of some other person who claims ownership by patta is accepted legally since
both are documented in govt depts

Sale deed duly registered is accepted for each and every sale transaction. There after mutation will be done at revenue office on the basis of sale deed.
