Regularising a property

my friend sri venu working in government organisation had bought a property at nellore in 2007 without getting permission from his office, in the name of his son unknowing of such rules. Now he wants to make construction in that site, properly by regularizing that property.what is the procedure to be followed?His son is working in andhra pradesh state government department and earning approximately around 6 lac per year. mr venu is planning to retire on vrs scheme,utilising his final settlement and applying a loan on his son's name he wants to construct a home for his and his son's use.
note:whether son is required to get permission from his office?

Already i have given my suggestion regarding your previous same query. Well his son is in good position and earned lot too. Hope he declare all income by way of yearly return to income tax. If he has sufficient repayment capacity then ask him to apply a loan with some nationalized bank .IF any query from the department then he can show those constriction cost are done through the loan which got from the bank.
