Participation in any political movement is treated as grave misconduct on the part of the employee, which is punishable under the conduct and discipline rules of the concerned Government department. Any employee has essentially to show his integrity towards the Government, irrespective of whether the Government is formed by any political party.

Dear Sankar narayanan,

ESMA applies only on services that are declared specifically essential, like water, electicity, communications, etc., not about services of all departments. Also that is applied to help the local authorities to deal through law to tackle law and order situation.

Besides that, the employees are otherwise liable for disciplinary action by the concerned departments of the Government.
