Dear Sir,

No, Employee not under the payroll of principal employer, they get their amount by contractor, contractor get their payment by issuing invoices to principal employer.

Pls refer specific judgement, if any.

There is no need of judgement, as the contractor's employees cannot be treated as employees of the Prinicpal Employer. Only contractor is responsible for all the benefits to the contract employees.
