Can any one explain difference between "grievance" and "allegation" in Maharashtra Lokayukta Act

grievance means and includes - the problem caused by somebody, the state on behalf of victim - is grievance.

allegation means and includes - the complaints about any person at the first stage of complaint and there after need to prove - the state on behalf of offender.
