Could you direct me to a legal expert who can help me filing PIL against arbitrary promotions being given by VC of DTU.

you cannot file PIL in Service matters unless some larger public interest is shown.. law is setlled on that point as plea of locus would come in... but the affected persons can file a writ before the High Court... well in case you have material to show that arbitrariness then you may... you can get in touch with me in case you still want to file and pursue...
