Good Morning Experts

Kindly tender advise on the following:
The procedures and modalities to be followed by the Government Departments while fixing seniority in respect of regular and temporary employees
Whether a candidate appointed through open competition conducted by various service commissions has to be fixed BEFORE TEMPORARY EMPLOYEES OR AFTER TEMPORARY EMPLOYEES IN ANY CATEGORY OR CLASS and also indicate whether temporary employees have claims over regular employees any court supreme court orders

Direct recruits have to be placed above the temporary employees.
