Is any jurisdiction clause applicable to file PIL under article 226 in High Court or in any high court will file PIL?

PIL is like any other writ under Art.226. there is no separate jurisdiction clause governing the same.

PIL should be filed in the HC of the state where the problem is e.g., U cannot file a PIL in Calcutta HC for an action taken by the U.P. Govt. in Lucknow.

Agree with your view but for the same we required any case law or provision of the statute to convince the authority, who is not ready to entertain such important point of territorial jurisdiction.
