Right of pre audience

What is the meaning of Right of Pre-Audience conferred by section 23 of Advocates Act.

Does it used to decide the order in which advocates will present their argument in a particular case.. or

does it gives a preference in case listing before a court i.e. cases of senior advocates will be heard first.

1. "FIRST" PRE-AUDIENCE /representations is NOT applicable to general senior advocates. The Govt. Legal Representatives shall always have the First Right over other non-govt senior advocates.
