if any report is to be submitted by any superior police office he can make order for further investigation pending orders of magistrate.does the above statement means superior officer can act of his own will without order of magistrate

Investigation authority is under him hence he can investigate the matter and he has his limits for this. so no question of acting beyond his powers as per law. but always it is seen and alleged that the officers have misued their powers and moved further beyond limits. it all depends on the facts and you should have the guts to prove that he has misused the powers and with proof . mere statements do not work in Court.

If the officer is required to submit his report, it does not mean that he may submit any fictitious report without making or getting any investigation that may prove false later on.

In the interest of natural justice or find out the facts he can do it without getting permission of the courts. Same time he can't act as of his wish in all manners.
