Departmental enquiry

Sir,
In central government departmental enquiry, the disciplinary authority has the power to enquire the case himself or can appoint any officer who are working under him. But my question is.... suppose i has been appointed as Enquiry Officer/Presenting Officer by the disciplinary authority. But i am not aware about how to conduct the departmental enquiry .
In this situation, i informed to disciplinary authority in written that i am not aware about how to conduct the departmental enquiry . But the disciplinary authority given punishment and that punishment affects my service careers.

Is any rule for giving such punishments to me for not aware about how to conduct the departmental enquiry .?

You should have asked your colleagues for help.

In the department every person beyond a rank is supposed to do such work.
