Hi,
you can make a complaint online to SEBI if the company is listed with it or who can file a suit for recovery.

Govt Bonds are issued through the Reserve Bank Of India. The Public Debt Department of the Bank administers them. You can write to the Department for immediate payment. This Department is located in the Office of the RBI located at the Capital of your State. If there is no response you may bring it to the notice of the Governor of the RBI. I am sure you will get back your money soon. As regards the bonds floated by the Companies you can lodge complaint with the SEBI, who will initiate action againsrt the erring company.
