I am second owner in two property in same CHS in mubai. My wife who is first owner in one of the property is treasurer. can i alos join as one of the offie bearer since i am joint owner in another flat in the same society

our societry consist of two wing. one wing contains 20 residential and 8 commercial shops. area of residential flat is different. B wing has 15 flat out of which 4 flat still belongs to the builder. 8 members of these "b" wing donot want to be with the common society since they find difficult to bear maintenance charges. The society is charging 500/- from "b" wing members and 1400/- from "a" wing members since the "A" wing has got additional facility like lift, watchman services. The major cracks are seen in 8 story portion of "a" wing while b wing is only 4 story. these b wing members donot want to share the cost of repair. both the wing are attached to each other with seperate entrance.
pl guide 1. can they make sepearte society. 2. can they deny from contribution in repair. Financially these group is week and day to day extra charges are objected by them on this ground. They are alloted accommodation on ownership basis in lieu of their old tenannacy right/ occupation.
what we can do for them.
