Conversion of green zone land

(Querist) 12 April 2011 This query is : Open 
Dear sir,

My land is in Maharashtra , in Raigad district.

Land is green zone . it is outside municipal corporation area . It is 1km away from nearest goathan.

Is it possible to convert green zone land in to NA for the purpose of plotting in small size of 3/4 gunthas land.

please advise
