if there is a conflict between statues and statutory authority instructions which one will prevails:

The Statutes prevail over the instructions of the statutory authorities. Statutes are prepared by the Legislature whereas the statutory authorities exercise power delegated to them under a statute. Therefore statutes overule instructions of authoroities.
