Dear Balasubramaniam,
It was your duty to inquire the title of the land in question before entering into any transaction whatsoever. Now the burden to prove that you have given such sum of money lies on your good self.
As far as lodging an FIR is concerned, if the Police is not registering an FIR you can write to the Superintendent of Police for the same, thereafter after 15 days a Complaint Case can be presented.
