Common antennae permission for cellphone in a cha.

Dear Sir,
In our CHS, majority of the members,are using "X" service provider for their cellphone.Due to network issues, these members have requested the society to allow the service provider to install booster antennae,which the society has permitted.
A very few members are using Service Provider "Y", which the society is not allowing, since they say,they cannot allow everyone to have their own service provider.
Is the society allowed to go ahead with this discriminatory practice ? Please guide.

The service provider would require some min. number of connections to provide Booster so as to improve strength no of signal and connectivity.
The customers of Y can migrate to X thru MNP.
The society can provide space for Y too and earmark a space for Boosters.
The best option would be TO REMAIN UNITED and negotiate for the best plans from one service provider for all requirements including Mobile Phone connection, Internet Plans………………………….etc……………….. and all shall stand in a ‘Q’ to get business.
