Most of cyber cafe not maintain records and other information of users, is there any provision in law to punish them ? if yes, then pls refer the law and sections ?

hello my friends,
pl.help me in my problem.
I filed discharge application in one regular criminal case of ipc 409.
but it is filled after framing charge, in the light of one importent citation, because my vakalatnama filled after charge.
but trial court rejected the same with imposing cost of rs. 5000/-
then i filled revision to condone cost rs. 5000/- but revisional DJ court dismiss the revision by explaning that this is an interlocutary order.
now what can i take proper step to condone cost rs. 5000/- pl. help.

HELLO EXPERTS.
MY CHILD IS ADMITTED IN SCHOOL BY MY EX-WIFE UNDER HER SECOND HUSBAND NAME AS GUARDIAN OF CHILD, MY NAME IS NOT GIVEN AS GUARDIAN NAME, INSPITE OF THAT I WAS PAYING MONTHLY MAINTENANCE TO HER FOR MY CHILD SINCE LONG U/S125 CRPC.
NOW I WANT TO RESIST THE CLAIM OF MY CHILD TO HER, AS SHE HAS NOT GIVEN MY NAME AS GAURDIAN OF CHILD (ONLY BIRTH CERTIFICATE OF CHILD WAS SUBMITTED WHICH CONSISTS OF MY NAME). THIS FACTS I COME TO KNOW RECENTLY AND NOW I WANT TO TAKE NECESSARY STEPS IN THIS REGARDS.
KINDLY ADVICE ME,
1. HOW CAN I STOP PAYING HER HUGE AMOUNT OF MAINT. TO MINOR CHILD, WHO'S GUARDIAN NAME WAS GIVEN SECOND HUSBAND NAME AND POISIONED CHILD MINDS TOWARDS ME.
2. ON THE BASIS OF THIS GROUND ALONE MAINT. TO CHILD BE STOPPED IF I PROVED THAT.
3.ANY OTHER ADIVCE OR CASE LAW IN THIS MATTER.
MY CONTENTION IS IF MY NAME IS SNACTED THEN WHY I SHOULD PAY TO HER FOR MY CHILD.

in a private complaint u/s. 500 of IPC, the accused has been declared as a proclaimed offender. can a private party can file a complaint with the police u/s. 174-A of IPC or what other remedies are available to caught hold accused.

There is one property dealer.. altough one of our relative. he is harrasing my family in very means.. i have come to know that he has done forgery with three departments.. NDPL, DSIIDC, and water board.. to take connections and allotment.
i tried to complaint against him to these departments but any how he managed all, and they are not taking any action against him. may be to save some of their employees.
can i file case or writ in court, making these departments and him as party..?
i want to have criminal proceeding against him, coz he also do so with people to harass them and did the same with my family..
