Reg.admission denied and fee not refunded

i took provisional admission to a masters degree program in one pvt. college at new delhi in 2012 and paid the annual fee amounting about 15000/- :the admisn was provisional that my current graduation examination results were not submitted to the office during admission
they took my sign on just a printed sheet that if i do not get atleast 50% ,i wud be denied admisn....i was hopeful but future is uncertain...
i pasd out with 49 % ...and the marksheet were handy to me aftr 45 days of takin the provisional admisn.....whn i went back to the ofc they just said that they wud certainly do somethng for me...they acted as if mercy letter was being sent on behalf of me frm the h.o.d 's side to the vice chancellor...bt never let me knew what was the reply...instead,they just wastedtym..3months passed......then i demanded my money back and was ready to cancel my admisn...they deniedsayin that the law prohibits
1.a general category candidate from taking a degree exam with his past record of leSs than 50%,as a govt.rule
&&
2.as per univ.rules the fees cannot be refunded.
they have cheated me sir and have wasted my one whole year and a lot of money as i belong to a low income family....
my ques.is
1....are the colg admin saying right?
2....can i legaly take my money back andclaim damages against them for wasting my 1whole year?
if so...
i do nt belong to delhi ....what if i file a suit at my hometown...
pls help me sir....!!!!!!!!!!!!!!!!"

Mininimum elgibility for ph category - pil?

Hello

I have a son with cerebral palsy (75% disability) and he is taking up CET-2013 conducted by karnataka examination authority for admission to professional courses. TH KEA has not provided any consideration to PH candidates interms of either extra time to write exam or lowering of minimum elgibility marks. How can i get quick remedy for this. cET will be on may 2,3, 2013. The NEET exam of CBSE provides consideration interms of minimum marks (45% insated of 5o%), Further, karnataka PU and SSLC boards provide one extra hour for 3 hour paper. Pl advice! I guess it is violation of constitutional right of equality and equal opportunity. Thanks,

(1)Is there any kind of rule for creamy layer in OBC which says "any person who is tax payer lies under the category of creamy layer"

(2)my father is a school lecturer.his basic pay 20,510,grade pay4,800, total RS 43,798.
my mother is 2nd grade teacher. her basic pay 18,990. total RS 34,562.

can i eligible to get obc non creamylayer certificate.

Fraud agency

Hello. I am an applicant to Canada for bechelors program and I was consulting with this agency to secure admissions to the list of universities I provided them. I paid the application fees of the universities which are easily around 200 CAD. I provided them with all documents and my admission was supposed to be for theJanuary intake but it was postponed for the May intake. And I still havent secured my offer letter. They have been giving me expenses and I cleared it all. Totally I paid them an amount of more than 50000 rupees. I have been cautious about their motives and suspected they were lying but recently they told me that send in my TOEFL scores on behalf of me and that I need to pay in that charge. I realized that since my toefl rxam was ibt, my scorr can only be sent in by logging into my ets account the credentials to which they do not have. I immediately mailed in at Vancouver island university and University of Manitoba and learned that my application was never submitted and that tjere is no application history under my name. The director of that agency previously told me that my application was submitted 3 months back and then that University of Manitona rejected me when I clearly know that I am completely eligible there. For Vancouver Island university they have not yet replied and now they are saying that I will get in for the september intake. They are just delaying it. I have all the mails from the university and the mails the director send me about VIU. However he did not sent in a single mail about the University of Manitoba.
What can I do here? I want to make them pay and ensure thay they never do anything like thst to another student. I also want my money back. I can get the evidence by recording his conversation about my rejection from Manitona and no replies fom VIU on my phone. Can I register an F.I.R for this at the nearest police station with the evidence once I secure them? Please suggest!!

It happened in India at Ahmedabad. $200 CAD was per university and it was more than 50000 indian rupees including their consultancy charges and mailing charge which were also paid by me which apparently were not done.
I scored a TOEFL score of 105 and a high school GPA of 7.5 whcih as per the eligibility criteria were fulfilled for Manitoba as well as other universities.

Hello sir,
I have completed my TYBCOM and i would like to join LLB in Mumbai College would it be possible to Join to Law after my TY in Commerce????
Next is if not can i make my carrier in Taxation??? What should i join in Taxation Field?? What are the courses in Taxation and the duration??

I am very much confuse in Both What to do and what not??? I am interested in both.
