Esi act allotment of code number or sub-code number

We have esi&pf code numbers to our factory. recently we have opened a corporate office to lookafter the more than 5 states operations. For which we have applied separate code numbers for ESI & PF. PF dept has issued sub-code number but the ESI is not issued sub-code number showing the cause of both the offices are in same compound.
Both are the Cental Acts, but I dont understand the administration of the acts both governed by the same constitution.

What is the remedy to get ESI code or sub-code number for the above organization.

Whether factory owners are liable to present transport permit if demanded?

I am having granite manufacturing unit in krishnagiri (Tamil Nadu). We bring rough block and transform it in slabs, for bringing rough block from mines to factory transportation permit is required which is also known as 'Despatch slip for transport of granites'.Whether factory owners are liable to present this 'slip' if demanded? Whether DD mines have right to come in factory and ask about 'permit', on permit also it is written that it is required to be kept in mines or to be in possession of transport vehicle.According to Income-Tax act permit is not treated as expense for factory owners. So please clarify whether factory owners are liable to present permit to DD(Deputy Director) or if he have right to ask for permit from factory owners?

Hearing on quantum of punishment

my friend was judge in Gujarat. he was first suspended and after departmental inquiry started. after completion of inquiry the high court has taken decision that charges against the judge are proved. the high court asked explanation of judge against their decision and also asked that they would provide personal hearing if the judge wants. then written explanation sent to high court and also sent a letter that the judge is ready for personal hearing and he asked personal hearing.but then the high court has dismissed said judge without giving him a opprtunity of personal hearing. my question is , whether the passing of dismissal order without giving opportunity of personal hearing is legal or not. and, is there any supreme court judgement in this regard?8/9/2011.
