creamy layer for obc

sir ,
my father retired from private factory with an annual income of 5 lakhs in feb 2010.now he has no considerable income.as per creamy layer conditions ,that if annual income of parents are higher than 4.5 lakhs in three consecutive years then one would fall on creamy layer.in my case since my father had retired and other source of in has been very insignificant, will i be in non creamy layer..?

Q. 1. Any provision is there in our law in respect of to purchase the stamp paper on the name of licensee or licensor either in the case to leave and license agreement?

Q.2. We are concluding the leave license is for 11 months. I want to ask you Whether the said 11 months are covered entire 1 year(12 months) or only 11 months? please clarify?

Q.3. stamp paper for lease agreement of 99 years is on whose name ? LESSOR or LESSEE?

lease agreement

Dear sir,
My questions is related to the above subject.

Tha land is of District:thane, tal: vasai

1.The said lease agreement of land is considered and agreed for the security deposit of Rs. 16000/- and monthly rent is Rs. 30/- for the period of 99 years. Then what amount of stamp paper I have use to execute the said agreement?

2.And the said stamp paper shall be on whose name? LESSOR or LESSEE?
