anticipatory bail querry?

sir,
i m in search of a criminal for my money cheating case,i had lodged complaint.but police is not willing to lift or interrogate her mother or other family members from home.and that criminal on whom previous complaints have also been recieved but not lodged is absconding.police is feared that she may get anticipatory bail??so kindly quote in which instances she may get A.B.,pl reply.n how to proceed for the case,as i have some of reciepts and bond papers given by her of Rs 30 and 100,but not signed on revenue stamp..??i m confused whether my case will hold enough strength in court.what additional things,evidences,witness i may require??

This is a civil matter , police and courts will not invoke criminal law in such matters.

On going through the complaint it looks like a civil dispute. If you are not satisfied with the action taken by police kindly approach the court with help of an advocate.
