if i want to buy agriculture land and i am not a farmer than whats the procedure

you cant buy agricultural land . ask the seller to convert it into NA land then you can buy

If you want to buy agrl., land , you will have to take the permission from the Asst., Commissioner of your Dist.,

There are few stated in India, where a non-agriculturist may buy agricultural land.

First buy agricultural land in such state, enter your name in record there, get certified and/or translated copy of such record and then buy agricultural land you wish to buy.

There is no requirement of being an agriculturist prior to purchase of agriculture land in maximum States of India. You come to my State Haryana and I do arrange for such land for you.

In most states one can buy agriculture land w/o being a farmer. Go buy some land, get Kissan Certificate and then you can buy anywhere in India.
