Agreement for Sale

Hello,

I have recently booked a under construction flat in Bangalore. I and Builder has executed an agreement of sale against aforesaid sale. He has provided me sale agreement on Rs. 200/- stamp paper. But as per current changed law (since April 01, 2011) in Karnataka I should pay stamp duty equal to 0.1% of the sale agreement. Please tell me how to proceed as builder has shown inability to cooperate. He is asking me to get the stamp papers and then he shall sign and undergo the agreement.
Where I can get stamp papers? How much value it should pay towards stamp duty(0.10% of sale agreement -Rs 200, already paid) or full 0.10% of the new sale agreement?
