Abandoned land

Respected Experts,
My friend is in possession of a property which lies abandoned i.e. there is nobody who claims to be its owner. He is in possession of that property for more than last 33 years and he has electricity bills, water bills and house tax bills of that property for last 12 years. It was an abandoned land and he built some accommodation over it.
My query is that:
1. Which type of suit he needs to file in the court of law to become its owner on the basis of possession?
2. On the basis of the above said documents of possession can he get such a declaration from the court by which he gets treated as owner enabling him of getting sale-able title of the said property?

This is not a genuine problem of a common helpless person. Your friend should not be so miser to gather everything free of cost. If he wants to get hold of a costly property free of cost, he should at least be ready to pay fee of some local advocate by hiring his service to get any help.

Respected Expert,
We understand that my friend cannot file suit on his own in the court and same can only be done through a local lawyer.
Of course my friend will contact a local lawyer. The guidance of respected experts is sought to know that what course of action is advised by them to be adopted.

He may come forward with the actual problem, if any, he faces after filing a suit, if his advocate is not able to tackle with that problem.

If it is not government owned land, he can claim right of ownership by adverse possession.
Consult a local lawyer along with all the documents evidencing his possession for more than 33 years.
The Lawyer shall advise you and you can act accordingly.

Adverse possession (for over 33 years) of a daughter-in-law - can that itself be enough for Suit for Declaration ?

Mr. Dingra is right in his opinion that if at all the friend of the author is facing any particular type of problem even after approaching the lawyer and court of law, he may come to this forum with the specific problem to get proper advise for the same.
