He can only lodge NCR and may advice to aggrieved to file complaint before proper court. Even court can't take cognizance in this matter except complaint filed by aggrieved.

Mr. Arvind is right!
In this situation the SHO is expected to inform the complainant that the matter is non cognizable one and he (SHO) have no power to investigate the matter without the order of magistrate.
