1% vat on property

Hi,

I have purchased a flat in Wakad (Pune) under PCMC jurisdiction in 2010 and registration was done on 11/02/2010, where the agreement cost was 32,00000.
Now i have been asked by the builder to pay Rs 32000 being 1% of agreement cost as a VAT.
I want to know whether I am liable to pay the above amount.
Can anybody please assit me ?

You have to check up the local VAT rates, to assure you of the correct position as per VAT law of the relevant state.
